Georgia Promise Scholarship: the basics for 2026-27

The Georgia Promise Scholarship is Georgia’s education savings account (ESA) program, which news reports often call a school voucher. The Georgia Education Savings Authority (GESA) runs it and Odyssey manages it. It is a general scholarship, not a special-needs program: there is no disability amount, and special-education students may stay in it until age 21. Families apply through the program’s website, not here.

How much (2026-27)

Up to $6,500 for the 2026-27 school year, in four quarterly payments of $1,625. GESA may withhold up to 5% for administration.

Rules include two consecutive Georgia public-school enrollment counts (or starting kindergarten) and living in the attendance zone of a school on the state’s lowest 25 percent list.

Georgia law and the program regulations list tutoring by an educator certified by the Georgia Professional Standards Commission, private-school tuition, approved curriculum, therapies from licensed providers and more. Promise tutoring is limited to core subjects.

Promise funds are spent only in the Odyssey Marketplace. Nothing bought elsewhere is reimbursed, except eligible transportation.

Paying for tutoring

Court status: In August 2026, families filed a lawsuit in DeKalb County Superior Court (Sands v. Green) challenging the rule that students must first attend public school, according to the families’ lawyers and news reports. As of October 2, 2026, we have found no report of a ruling, and the program is operating for the 2026-27 school year. More about the lawsuit.

Common questions from Georgia families

Can we use the Georgia Promise Scholarship to pay for tutoring with you?

Yes. Special Ed Resource is an approved provider in the Georgia Promise Scholarship Odyssey Marketplace, with approved tutoring offerings there. Promise funds are spent only in the Odyssey Marketplace, and Promise does not reimburse tutoring paid for anywhere else, so don’t pay out of pocket first if you plan to use your Promise funds.

How much is the Georgia Promise Scholarship for 2026-27?

Up to $6,500 for the 2026-27 school year, paid in four quarterly payments of $1,625; the Georgia Education Savings Authority (GESA) may withhold up to 5% for administration. Families approved in the August or November 2026 application window receive funding for the second half of the school year only. There is no separate disability amount.

When can we apply for the Georgia Promise Scholarship?

The last family application window for the 2026-27 school year is November 1–30, 2026, for students starting in the spring semester. Only families with household income at or below 400% of the federal poverty level are considered in that window. Applications are made through the program’s website, mygeorgiapromise.org, not ours.

Can we pay privately instead?

Yes. Georgia families who don’t use Georgia Promise are welcome, and you can pay us directly for tutoring Promise doesn’t cover. For example, we work with children from age 3.5, but Promise starts at kindergarten, so tutoring for a preschooler is paid privately. Promise does not reimburse private payments for tutoring.

Is the tutoring online or in person?

Online. Every session is one-to-one and live online, so families anywhere in Georgia, from metro Atlanta to Augusta and Savannah, use the same online format; we confirm a teacher and schedule with you. We do not have a Georgia office.

Who are your tutors?

Our tutors are teachers certified in special education. Special Ed Resource has 40+ tutors and has been providing one-to-one tutoring since 2014.

Do you provide speech therapy, occupational therapy or evaluations?

No. We provide academic tutoring only. Georgia law lists therapies from licensed providers, such as speech-language and occupational therapy, as a separate Promise expense from tutoring, and we do not offer those services or evaluations.

What happens to my child’s IEP if we use the Georgia Promise Scholarship?

Georgia law (O.C.G.A. § 20-2B-22(e)) says: “A participating student's resident school system shall not be obligated to provide services to such student that would be required if such student were enrolled in such school system unless the student reenrolls in the resident school system.” Promise students cannot be enrolled in public school (the only exception is an approved college and career academy), and parents confirm this every quarter.
